Actually yes. When I worked for Time Warner, I went to a house where there was a clearly mentally handicapped person (I was warned to not interact with him at all - it was on the paperwork even) and had to fix his computer.

Yes, they can be. I work with the developmentally disabled and one resides in the primary house I work in. Very emotionally confused. When I first started he would wink at me consistently and tell me that I could take a nap in his bed if I felt tired. We have to monitor his behavior in public because he has a history of inappropriately flirting with males. He'll call some of his friends from his work (all developmentally disabled) and whisper that he loves them... before we catch him and he hangs up real fast.

He comes from an institution that was closed for severe sexual abuse, and many people came out of institutions like that far worse than when they entered. He pretty much grew up in an environment where that was the norm, and as a result has absolutely no idea how society actually works.
