Is it possible to bandwidth cap a certain ip

Does anyone know how one could limit the bandwidth uses of a certain ip for both uploading and downloading. I would imagine there has to be away todo this, arent there certain settings that are placed into your reg that cause youre connection to be limited from the start? But I guess im looking more for a solution along the lines of network administrator setting caps. Is that possible?

Yes, you need a router/firewall that does bandwidth shaping. You can use a linux machine with 2 nic cards to do this.

You need a switch/router with QoS. i.e. enterprise class.
