is it possible for a socket on a mobo to burn out?

my bro fried a CPU cuz he didnt think a hsf was necessary

anyway, i got a new CPU, the computer starts but doesnt POST. is it possible the socket is fried even though the HSF gets hot?

Yes it is possible, and most likely if it was an athlon.

Make sure your brother is aware of those minor things like HSF's actually have a purpose in future
