is it possible/are there ways to restrict usage to a power outlet?

my GF's family is renting the upper floor of a two story house. the tenants in the lower floor is using a power outlet thats runs on her electric meter for washer/dryer. how can she restrict usage to those outlets. its a normal household two-plug outlet. the fuse box is the older screw-in type with only 4 fuses. they haven't made sure but assumed none of the 4 is dedicated to just that one outlet downstairs. are there some type of locking device to lock up the outlets? thanks for any input.
 
too much trouble for them to wire a switch in a upper floor to control an outlet in a lower floor. looking for something simplier. like some sort of locking device. plus they're just renting, so don't want to do permanent alteration

WTF do you mean a "locking device"? You mean to physically "lock" the outlet?

Um, why don't you just remove it if you have access to it? 😕

Other than that.... I only have one other question, WhyTF does the house have two meters?

You can still remove it without doing permanent alteration. Just go to home depot and buy a cover for like 25 cents or whatever they are. 😛

You can get a cover plate that locks, although you may have to modify how it mounts to the box, not seeing it and all.....

 
Find the switch on the breaker that goes to that outlet and hopefully nothing else will be on the breaker... usually the washer/dryer have their own anyway..

yeah just get a metal plate that looks like an outletsize. undo the outlet try and push the outlets into the hole without getting electrocuted. then screw the cover on.
 
they just want to restrict access to it, not terminate it, because they need to use it themselves sometimes. just don't want to let the other people use their electricity. GF's brother will go to home depot today to see what they got...thanks for the advice.

WTF are you trying to accomplish?

I live in a small 4 unit 'complex', the electrician here last time threw the community washer/dryer/water heater on my meter. The landlord had the work done month prior to me moving in so he said it was too long to have the electrician 'fix' it. He didn't trust me fixing it either 🙂.

Anyways I just called up the electric company and got the bill amounts for each month last year.

When my rent is due I take my current electric bill and subtract last years from it. The difference I subtract from my rent.

If anything I am benefiting from this arrangement since I work from home so I am sure my PC being on almost 24/7 adds slightly to the bill.

Restricting utilities from tenants can be grounds for a lawsuit. Being that your GF's family are just tenants to begin with, that may be even worse.

The sounds like something the landlord could explain this and adjust for it. Are both tenants paying the same?
