I interview for one of the largest companies in the US, and I can at least tell you what all of our interviewers generally believe.
You had better AT LEAST have on khakis and a nice shirt. More important is the ironing. If everything is well-ironed, it tells me that you cared enough to prepare for the interview. I recommended a kid I interviewed last week that had on a polo shirt, but it looked relatively wrinkle-free, and the kid impressed me. Keep in mind, he was coming out of college (so I give more wiggle room).
Personally, if I were interviewing you, I'd rather not hear an excuse. Go in there with a well-ironed shirt, well-ironed khakis and a nice tie, and give them a good interview and they won't think twice about it.

I have always been told to try and dress one lvl above everday attire required for job. For example if daily wear is nice Jeans/Dockers with a collered pullover shirt. I would wear a dress shirt and tie but no jacket.
Also, for the record, this is bad advice. ALWAYS wear a suit when you can. Why? It's REAL simple: NOT wearing a suit can ONLY hurt you. It's like a lip ring: it looks alright on some people, but it NEVER makes you look BETTER than without one, just maybe the same.
