is it ok to use Goof Off to clean cpu core and pcb?

ok i've been searching for over an hour and seem to find contradictory answers as to whether using Goof Off to clean the actual cpu core and pcb of old thermal interface material is safe. the bottle of Goof Off that i looked at at home depot said not to use on vinyls and plastics i think. but some people seem to imply they've been using it to clean the actual core and pcb...
i've been trying to use 91% isopropanol but have not been having much luck and am looking for a better solution. i used mineral spirits on the heatsink but i'm not sure if that would be safe to use on the cpu either.
any help?

Use nail polish remover or pure acetone. Do not use anything that has any type of oil products in it (i.e., WD-40...etc).

it was the stock amd thermal pad. i got almost all of it but there was some left that took me like an hour to get off. anyways i finally finished it and have the computer running. thanks :)
