You just haven't listened closely enough. It's supposed to be funny that Napoleon Dynamite keeps saying "num" like so many other clueless kids and yet the captioners missed that when making the subtitles (at least in the original DVD5 version). Heck, even the Wikipedia article misquotes it.

I heard plenty of people say num when I was a kid.

I was just reading the wikipedia entry and I was surprised that they are illegal in New York, California, Arizona, and Massachusetts. Well, surprised at Arizona at least. Seriously, wtf is wrong with this government when they can make it illegal for you to possess two pieces of wood connected by a string or chain.
