is it normal that a TDK data DVD+R disc won't read in my DVD-R/RW drive or my DVD-ROM

Yes in most newer ones, _unless_ either

(a) you used packet writing software on the other machine and drag-and-drop burning instead of Nero/Roxio
(b) you had files larger than 2GB and needed to use one of the less standard DVD formats (forget what format it was, did this myself with a laserdisc rip)
 
I had the exact same problem as you using TDK dvd+r. My dvd-rom and dvd player wound not read the dvd+r that was written until I re-burned the files with another dvd+r. TDK sucks for me and I'll never use their DVD+r.
