Is it normal for voltage to jump around? ( Afterburner )

Running latest version of MSI Afterburner with my sapphire rx 580.

Is the voltage number supposed to be stable or jump around?

My clocks sit at 300 Mhz ( under non load) and my Voltage jumps around from 737mV to 743+mV the highest i have seen is 800 during a game.

Is it possible the auto throttling / power saving is making the value fluctuate?
