Is it normal for people to drive/do things when it's snowing bad outside?

My friend insists that it is "normal" for people to be driving and doing things outside of the home in piss poor weather (with the blizzard). What do you guys think? :p This excludes already being over a friend/family's house before the blizzard. This exludes going to the airport or work or something.

We don't get any blizzards here... :p ...but when it rains... i love it so i try to stay outside... :D just because it rarely rains these days... but then again... so many idiots don't know how to drive in the rain... so they just make me want to stay home. :(

Most people don't. Personally, I love driving in the snow, but I don't do it when I'm at school because there's less space in the city. Back home in the country I have lots of run-off area if something bad happens, and there are lots of large parking lots I can go to and just play around.

A little snow (or a lot) never bothered me ... as long as I'm not gonna be stuck in rush hour traffic going 2 miles per hour ... I dont mind driving in a blizzard

Depends on your definition of a blizzard. If it's a couple of inches an hour that's nothing, and won't really have much if any effect on where I go. If it's accumulating at like 5 to 6 inches an hour, I'll only do something that's a few miles away. If it's whiteout conditions, I'll only go out if I absolutely positively have to.
