Is it normal for a variable speed cpu fan to STOP while the computer is running?

I just got a Super Silent TC Pro HSF from svc.com. I turned on the computer for the first time and the fan started spinning, but then it slowed down and stopped like 5 seconds later. So i quickly turned the computer off again. I tried it 3 times, and it did the same thing. I emailed svc and they said this was normal for a variable speed fan (which the Super Silent TC Pro is). But i dont really believe them, on the box for the hsf it says rpm ranges from 1000-3500. So it shouldn't stop should it? Is this normal?
 
IMO, I wouldn't want the fan to ever completely stop..or think it should. Although I've ran mine w/o a fan (while I played around w/ hooking it up to my rheobus, etc), Had the timer in MBM set for 55C I think and after about 5 mins (while playing a movie) the alarm went off. =P ANYWAY, yeah, I wouldn't think that the fan should completely stop, have you checked the manuf website or emailed them possibly??
 
Manufacter's website is in another language. Its not a big company, but the hsf got good reviews. Hmm.. svc probably knows what they are talking about, but im still nervous to try it.
 
well, i tried the hsf again and the fan stopped, but then started back up once windows loaded. when i am in bios the fan spins up and slows down and stops then spins up.. my temps are pretty cool, and i have the shutdown temp set to 60c. its really quiet, and i gues this hsf does that. someone else said there variable speed queit fan does something similar, and svc said this was normal. so all is good.

I did my homework on this after seeing your other thread about your fan not turning on.

Apparently that's normal behaviour. The thing's just so damned efficient.
