My friends computer that he just built, when you turn it on, nothing comes on the screen. When you turn it off, you cannot turn it back on for around an hour. Does this sound like the power supply?
 
It does sound like the power supply, but you should keep your question to one post only.

umm he has done the paperclip trick and bridged the green wire with the ground to start the psu up and it seems to work, itt will turn off and on when he bridges it. does that mean it is not the psu?
 
No, it means that the PSU can turn itself on. That won't tell you if the voltages are way out of specification.

You need to obtain a spare PSU and try that. If that doesn't get it, then it's something else, possibly the motherboard. My money's on the PSU though.

yes i agree, try and single out the problem by trying another PSU if you can, maybe you are drawing to much power from the PSU adn under load it might be crapping out ...
