Is it is safe to remove the shroud on my Alpha heatsink?

my heatsink vibrates a lot, and its really annoying. replace the fan didn't help.
i'd like to try removing the shroud and putting the fan right on top of the grill. would the plastic on the fan start to melt? any dangers? would i need new screws?

I doubt the heat sink will get hot enough to melt the fan, but I don't think it will cool as good with out the shroud. I would try using some small rubber of fiber wahers to secure the shroud and eleiminate the vibration.
 
would these washers go under the shroud (on the grill side) or on top of the shroud (on the fan side ?
