Is It Illegal To Ask For Donation at a Retail Store?

My girlfriend and I were shopping at Target today and hear this "excuse me, umm excuse me"

I look back and this guy with broken english shows me a paper that saids "Helping Children Without Home Funds" or something of that nature with some paperwork with chinese writing sticking out of it and asks for donation.

My gf and I started talking if it's even legal to solicit for donations in the store. Anyone know?
