Is it illegal in CA to talk on a cell phone while driving?

No, but it should be.

Case in point: The dumb bitch my wife and I saw who plowed *3* cars in the parking lot of our apartment complex while yapping on a cell phone.

ok... i thought it was illegal all along, up until I saw a police officer talking and laughing on the cell phone on the freeway the other day.

That doesn't necessarily make it legal or illegal. Cops may enforce the laws, but that doesn't mean they never break them, either.
 
Not yet, but I heard they are drafting some kind of law that makes it illegal to drive while driving w/o handsfree headset.
 
I think they enforced it in Santa Monica, but then changed it later or something.
AFAIK, its not enforced on the freeway's
