I'm guessing "had" is correct since it's a one time event and not going on in the present

Or just "I know people who started jobs early"?

Have, 2nd sentence doesn't make sense in the way I'm understanding the subject.
Maybe "I know people who had started the/their job(s) early" ?

"have" sounds more righter. you'd use "had" if you wanted to emphasize knowing about these people in the past e.g. many years ago i knew people who had started jobs earlier.
 
If the job they started is still a going concern say have. If it is no longer their place of employment say had.

I would say it needs to match with the tense of "know" and there is an implicit clause of "in the past" not specifically stated, but that it fits in a different place in each case.

"I know people who have[, in the past,] started jobs early."

"I knew people[, in the past,] who had started jobs early."
