All of the other parts that I have work properly, as I am using them right now. It starts up and shows me the boot screen but then says it can't find the Primary IDE Controller and restarts. However when I go into the BIOS I can see WDC blah blah blah... Is this a valid RMA?

Have you tried clearing the bios settings, flashing to a different bios version, checked that the jumper is correct, or tried a different IDE cable? If you have, then I'd RMA that sucker. Peace.
