Is it bad to shut down a computer while it is doing a memory dump?

You may end up corrupting the memory.dmp file and in very very unlikely circumstances the MFT but it's not an "OMFG you did what???" kind of thing.

Set your startup and recovery options to write a minidump if it's bugging you. A mini is only 64k.
