Is it bad if the cover over your muffler rusts off?

They put it on there for a reason. It costs them money to do so.

just the underside of the car, nothing much around it that isn't part of the exhaust.
 
i pulled all mines off after it rusted off and made an awful rattle.

in all honesty the warp is towards the end and the end is where you gas tank is. they put it there to elimate any chance. but i dont think i've ever heard of a suitation where not having causes a problem.
 
you could make your own out of a piece of sheet metal and screw it to the car (just not to the tank) 😛 this is what i have done with some filler panels around the doors of a truck or 2.
 
Don't park over any tall, dry grass or other flammable stuff that might contact it...

I wouldn't worry about it actually harming the car though. It's very common for the heat shield on catalytic converters / mufflers to rust at the spot welds and fall off / rattle.
 
oh forgot to mention that the underbody of the gas tank normally has heat shields just as well that don't really fall off. its like really well stuck on. stuff is simliar to sound deadening stuff that audio guys use.
