Is it bad for GPU fans to constantly go on and off repeatedly?

I just built a new computer yesterday and have been stress testing and configuring everything. I left my side case open to keep an eye on everything while testing and I notice that the msi 970 4g shuts its fan off until it reaches 60C+.

Problem is that when running moderate load, it keeps rotating back and forward between 58~61C, which causes the fan to spin for like 5 secs, then off 5 secs, and then on again etc... This cant be good for the fans am I correct? I was playing starcraft 2 and the fan kept going off/on non stop. It did the same thing when I watched a 1080p60fps video file, it just kept spinning up, then down and etc. When temps reach above 60C, the fan starts up and cools it down below 60c, which then heats up pass that once fans goes off.

Should I worry about this? Long term wise? Below is screen cap of the fans going on and off
