It is an abbrevisation, so at the least it should have periods after each letter. There is no reason to capitalize either of the words, so lowercase letters, too.

But AFAIC, do whatever the heck you want to do. :)

Doh! If it's being given in 24 hour format, single-digit hours should always get a leading zero. 9:30 is ambiguous, but 09:30 should not be.

24 hour is the only valid format that can be used out of the two common time formats. 12 hour is pure retardedness.

All 24 hour times should be given with leading zeros, always always.
