is it always 60 Hertz for games?

Every time a game loads up in full screen the refresh rate is set at 60hz. How can I increase this? It does not use what you have set in windows under display properties.

Open the DirectX Diagnostic Tool (If you can't find it, go to Start -> Help and search for it). Go to the last page ("More Help"), select "Override", and set the refresh rate to 85 Hz...
