send cash to another member for paypal credit?

For example, I want to send 16 dollars in cash for 11 dollars in paypal credit
And am I allowed to put this up in FS/FT?

If I can do this - I cannot send a money order but must send pure cash
Is the rumor true where postal workers use a "scanner" and if they see cash, they steal it?

Ok - I put it into the fs/ft but for 14 dollars only (hopefully that's still appealing cause I need the money soon)

If you send me $16 cash I will be happy to give you $11 back in paypal. 🙂

It is against the law for postal employees to steal your cash and I get cash in the mail regularly with no problem. :beer:
