Is it a safe assumption that modern graphics cards support s-video out over VGA?

I wasn't aware that modern video cards still had a NTSC / PAL hardware encoder. But maybe they do? I would be very interested if you were able to get this to work.

The disclaimer at the bottom saying it is not compatible with any current graphic chipset would lead me to believe you should assume it doesn't work. No harm in trying for $2. The active adapter linked from the page for $24 is still pretty cheap.

I don't know! :p My x1300 does, but that is old and it actually has a dedicated s-video port.

It might damage the video card or the TV though

I don't think those basic adapters work for any graphics card and svideo connection,

an HD 4550 should be as good as the 5450, with svideo out (for some models), but no DX11 and updated drivers.
