So the question is, "Is it art?". When does something cease being art, and become a laborious duplication process?
Hmm well it's more art than what passes for modern art if that is the question.
Flinging paint on anything is not an expression of anything, except just not being able to paint.
When a newborn can accomplish the same exact thing it is not art.
Yeah random paint doesn't make me feel anything towards it.
It does make me question humanity though due to how much some of it is valued.

my question is why? just take a b&w photo and save yourself a lot of hours work. Hell you can even apply some photoshop filters.
