Is it a normal behavior for aerosol cans to leak over time?

I have a can of bathroom cleaner that is still quite full but will not propel and a can of refredgerant whose net weight is supposed to be 12oz, but the gross weight is about 12oz even(meaning that content escaped in an amount about equal to can's weight).

Both cans are in great condition without corrision or rust. Neither bubbles when immersed in soapy water.

The cleaner is about five years old. Refredgerant is about 15 years old.

Yes and No. It shouldn't, but it's certainly possible if the can was stored in an unsuitable environment and any seals went bad or anything.

And are you sure the can of refridgerant's contents is measured in oz(weight), and not oz(fluid)?
