Is it a good idea to address gaps of employment in the CV

My wife has been out of work for 4 years. I'm trying to get her a job now. I've been submitting CV and resume for various companies. In the CV i mention something along these lines.

"As you can see I haven't been working for 4 years, as I spent this time raising my daughter. However, I have kept myself active in the community, performing volunteer work"

I then give a bulleted list of why she feels she is qualified for the pos based on various skills, education and attributes from other positions.

So, i guess my question is if employers see the "out of work statement" will they immediately feel this person is not worth it? It's apparent from the resume.

If you don't list something then employers might assume she's hiding a job that went horribly wrong, prison or a mental institution :)

"Mommy track" is a common reason so employers will understand.

I've heard traveling, raising a child, and starting businesses (which fail) as common explanations for undocumented histories.
Volunteer work generally falls under documented with references and dates unless it's completely unstructured or random.
Whatever gets put down, just don't give the impression that something's being covered up or spun out of thin air.

Yep, thats why I really think women should never be hired for any job. I mean shit, at ANY TIME they could BAM end up preggers and there they go, right out the door.
