Is ipad 4 4g capable?

Yep, LTE has been supported since the third gen. They're sold unlocked so you just need a compatible SIM card. Make sure you're buying the "WiFi + cellular" model.

Does it have a plastic RF 'window' cutout on it? It'll be at the top, on the back.

If it's not there, then it doesn't have a cell radio, so therefore can ONLY be used on wifi.
