Is horse meat more chewy than beef?

Every time i go to this Mexican place close to my house the meat they serve is pretty chewy and stringy. Anyone know what it is i'm eating?

I remeber in Indiana you can buy horse heart at the grocery store, all nice and shrink wrapped ready to take home. Hey pa! Cut me one of dem ventricles!
