The thing with SLI is that even though the memory amount stays the same, the memory bandwidth effectively doubles, so whilst a single 4GB 680 might have problems accessing all 4GB at max bandwidth, It will be alleviated in SLI.
Probably good enough for medium settings etc... won't be good enough for the games in 3-4 years probably.
Now, dual 780ti's? Now you're talking some serious 4k
Where and how does the bandwidth double? The hardware is the same! SLI has the same issue as a single GPU....the 256mb bus is still too narrow for the 4gb memory period.

I think 980's will perform better at 4k, but 780TI's won't be far off.
I had read ages ago that it did but you are right it doesn't double, but it still alleviates some bandwidth issues as each frame is alternately rendered. It's more like a raid 1 scenario. AA for instance in SLI takes less of a performance hit.
People have said that 4GB 256bit Kepler will only be able to deal with about 3.2GB before the bandwidth becomes an issue, but when SLI'd it can handle more.
I'd still go with either 2x 980's or 970's if you can't afford them.
