If you do not have cookies accepted by gmail on a browser, you will get the invitation too.
HINT: Open a browser that you do not use to read google mail and point it to google.com

Probably not being News, Groups, and Froogle are all still beta. Google don't seem to know what the word means.

I think that there is some other factor keeping it from going public, other than them just not wanting to do it.
It might be some reason, just like Froogle and Gogle News, in which legal action or something like that could be taken against Google.
