Is GE underestimating app developers with its recruitment commercials?

GE has been humping a series of ads on shows with high 18-49 demo ratings. As best as I can tell, the series has been labeled 'what's the matter with owen'. Apparently they all involve his trying to explain to people why he's going to work for GE. Here's an example.

I've seen a few of these and I can't believe that they accomplish anything other than telling people GE is desperate for programmers.

They're desperate for a lot of shit. They haven't been winning any of our bids for new transformers, motors, breakers, etc. Part of the problem is them closing down many of their manufacturing plants and sending it all across the pond. They come in at just about twice as much as the next bidder almost every time. We can't even make an excuse to purchasing to even LOOK at their details. Price gets them in the trash can right away.

I hate their appliances and will never go with them in general. It's like American cars to Japanese - which one do you think would last longer?

Let's say I hypothetically know a guy that worked with some GE programmers who is completely unsurprised.

I think those ads are more for investors than trying to get talent. Like "Hey Wall Street, we still do important stuff."
