Is Flash considered a programming language?

I have to write an abstract for a project done in Flash, however I did not work on any of the programming and have never worked with Flash before. I have to explain what Flash is, and I don't want to write something that is wrong. Any info about what Flash actually is would be appreciated.
 
Don't really kno, but I thought flash is just vector based graphics, actionscripts I think are the scripts that do all the cool stuff with flash.
 
Actually, opposing all the posts so far, some people do see Flash as a language. Most people only interact with it using a GUI but there is more to it than that... I'm trying to remember where but somewhere I saw a benchmark comparing JavaScript, PHP, Java, and Flash for iteration and other simple operations. Flash couldn't do a number of things but I was surprised by what it could do.

Like people said before, that would be Action Script, not flash itself.
