Is DVD-R dual layer going to happen?

I keep hearing different things from different people. Is DVD-R dual layer going to happen any time soon....? As far as I can tell, only DVD+R dual layer burners are the only ones that have been released.

the new NEC 3520 will be able to burn dual layer dvd-r with a firmware update.
atm we are still waiting for the media to become available.
