Is Duke Nukem 3D freeware?

I want to know if DN3D is okay to download and where to get it. Otherwise what is a good cheap way to purchase it. Amazon only has old CDs for sale at rediculous prices since it could be considered collectible. I really want to play it before getting the new one.

You can get a legal, DRM-free copy cheap from www.gog.com.

"The game's engine was released as freeware..." That does NOT mean the levels, art, etc. were released, just the engine the game runs on.

If you do pick it up download this high res texture pack as well.

...just replace the shareware duke3d.grp file with the one from the full game, and you get EDuke32 + hi res textures. Looks WAY better than the original.
