Drought isn't the social issue though. It's the cause of the subsequent social issues. For example, offshoring isn't a social issue, it's the cause of the social issue of unemployment.

I am not talking about making it rain. I think a drought or a severe drought can have people thinking about water conservation.
 
Drought caused by manmade problems could be. For example, if you dam a river and then no one downstream in another country gets any water, their crops die, and then they die.... I'd say thats a large social issue.

Of course it's not a SOCIAL issue. A social issue is something that based around interactions with people... where the interactions of the people are the cause of the issue. The weather is an environmental issue.

It would even be a stretch to say a drought's effects on economics or anything of the sort.

A drought is definately a disaster, but it's not a SOCIAL disaster. People may die of hunger, but it's not the interactions with other people that cause it. Pick a new subject that is a lot easier. Stop making more work for yourself.
