ok so i tunr on my rig this mornin...its 18 degrees c in my room, the ambient temp of my 6800gt is only 22 degrees when i get into windows..out of curiosity i use detect optimal frequncies....it says 421mhz core and 1.14Ghz mem

later on when things have gotten warmed up abit, still 19 degrees in room, jus come out of a CS:S feast and detect optimal frequency again out of curiosity.... this time it reports 404mhz core and 1.11ghz mem

so is cool bits simply going on predicted heat increase or something?

It's not very accurate--the only way to be sure is to OC and see if there are artifacts. It can often give a "ballbark" estimate, but don't take the figures it reports as gospel.
