is cold monitor possible?

Not that I've ever heard of. Monitors don't need to be actively cooled. There's no performance boost that could be attained by a cooler running monitor. Some people have made fans that mount on the top of the monitor, but that's all I've seen.

He's probably wanting to know how to cool a monitor down.

If you've got a small room... it's not too hard to heat it up if you leave your monitor on for a few hours.

My best recommendation, is keeping your monitor turned off... until you need to use it.

If you need to leave it on all the time, I would recommend upgrading to an LCD.
