Is "CIC*TRIPLE ADVANTAGE" a scam?

I just dicovered my credit card was charged $12 for "CIC*TRIPLE ADVANTAGE". What the heck is it? I' don't remember signing up for something like that! Search for it and there seem to be some complaints against it
 
I wonder if it happens to anybody here before? Seems like it's from a credit card report company from my search
