Is "CIC*TRIPLE ADVANTAGE" a scam?

I just dicovered my credit card was charged $12 for "CIC*TRIPLE ADVANTAGE". What the heck is it? I' don't remember signing up for something like that! Search for it and there seem to be some complaints against it

It sounds like some kind of credit card company sponsored service.
