If I burn a 700 MB CD on my CD Burner at 4X it takes 32 Minutes, now if you burn a 700 MB file on a 4X DVD burner how long should it take?

Your CD Burn speed is based on the drive itself. Look up the specs/model and it will have a CDR burn speed listed. It's not an issue of how fast it can move data.
