is battery terminal corrison a sign of a battery going bad?

I have a 2nd car I use mostly for home depot runs. It doesn't get used much and but I try to run it once every 2 weeks on a 30 mile trip to charge it. It recently was pretty weak when cranking and I checked the connector and saw some white powder corrosion. Is the battery going out or is it because I use it so sparingly.
 
no, and yes
corrosion is not a sign of a battery going bad, but it does form a grounding path that will kill a battery.

i'd take off the connector and wire brush the connector and the terminal ( do both ) and see how things go from there.
