I am building a quiet pc (p4S533,1.8@2.4,512DDR333), and am going to spend around $100 on quiet HSF and case fans such as Zalman, Papst. I definately need TV turner and hard MPEG-II encoding offered by both ATI AIW 7500 and 8500DV. I could buy the AIW 7500 oem on newegg, which doesn't have a fan, or the 8500DV which has a fan regardless oem or retail.
Quietness is the my first consideration, and I don't play games at all, but I do care the encoding quality and TV quality. So the choise would be the banlance of how loud the fan is and how much the 8500DV is better than AIW 7500. Also, does any one run the 8500DV without the fan?
If not for the TV and encoding, I would just buy a $20 card, because my monitor is Samsung SybcMaster 570V TFT, only capable of 1024x768 @75Hz.
