Is artic silver II electically conductive?

I smeared some asII around my processor and its touching some of the metal that is near the core. problem is it won't rub off easily and I am wondering if this might cause my processor to short out. Anybody also know a good way to clean off asII in case i reinstall the heatsink?
 
Website recommends you just use dishwashing soap and water...I works well. I did it 3 times yesterday. Just make sure its dry before reinstalling. And I would clean the core real good with alcohol to make sure nothing is left on it.

P.S. I use a blowdryer to make sure it gets good and dry.
 
Only when its highly compressed, and we're talking MUCH more than the pressure from the heatsink.
 
According to the website:

"Negligible electrical conductivity. Arctic Silver II was formulated to conduct heat, not electricity. It is only electrically conductive in a thin layer under extreme compression."
