I am going to put some on with a copper spacer. Should I use it on the spacer at all or should I only use it on the cpu and use the regular stuff for the shim?

It is slightly conductive, if you use it at in place where it is under pressure it might be dangerous to use. Uder normal circumstances, where you might spill some outside the core etc it is safe.
