Is anyone with Optimum online able to connect to Bearshare?

I've had someone from Bearshare Tech Support trying to help me connect to Bearshare for 3 days without any success. He's convince that my ISP (Optimum Online) is blocking it. Is anyone else that uses Optimum
Online able to connect to Bearshare? And yes I know it's illegal, so you don't have to remind me.
 
IIRC, optimum online does not block any ports.
they only cap you if you abuse the upload, i.e. running servers, p2p, file share.
