Is AAFES available to retired Army National Guard?

Just noticed some deals for AAFES over at chubbywallet.

My dad is retired Army National Guard and is in the market for a new rig. Is he eligible for the website?
 
I believe so, but he has to actually be a retiree, as opposed to a veteran. I believe the AAFES system looks at DEERS (the military personnel computer database) to see a person's status, so if he's an ID-card-holding retiree it should work.
