Is a PDA a "personal computer with an operating system?"

The more capable ones (PalmOS/Windows Mobile)? Absolutely. The less capable ones? Probably not. But even my non-smart cellphone has a browseable (with the right tools) filesystem behind the pretty menu system, MP3 playback capability, and can run apps/games via GIN. Doesn't make it a PC though. The problem is that PDA and PC are both blanket terms.

But isn't that why the "HPC" (Handheld Personal Computer) designation has been made? All the devices that would pass your example are HPCs.
