Is a new heatsink fan, arctic silver, etc. necessary?

I'm buying a 900mhz Tbird and either MSI K7T Turbo, A7V133, or A7A266 motherboard. I'm also picking up some cheap 18" case with 300w power supply.
I'm not planning on overclocking at all. I'm buying the retail cpu which should come with a heatsink and fan, right? Should i buy the Arctic Silver paste and a new hs/fan to go with it?
The fans available to me would be about any Thermal Take, Cooler Master, and Alpha Pal6035. Are any of these worth buying or should i save my money to buy some more ram or something?
Also, while i've got your attention...which motherboard would u choose?

The problem with cheap cases is that they usually have even cheaper power supplies. Step up to something(anything!) that has a brand-name (not Deer)300w PSU and decent cooling options.

The stock HSF with thermal pad should serve your purposes just fine. If you decide to overclock, then the Alpha and Artic silver would be a good way to go.

MSI makes solid boards, and they're usually a little bit better price-wise...

Cheap cases tend to not have exhaust fans. Save some money and get a good brand case. You don't want your tbird and other coponents to overheat.

Well the problem is there isn't a big selection of "brand" name cases that i can find in all the local shops. Buying off the net is basically not an option for me, i won't do it. All the prices for components at my local shops are very close to the cheap deals off the net.
Anyways, it would be $50 Canadian funds for a 17" MAS 300 w/300watt ps, being the no name brand. Then i would have to go to something around $100 or more for an InWin, Antec($146), Acer($121)...etc. Plus some of these are big 24" cases, i don't need anything that big.
Is doubling or tripling my case budget worth it?
