is a multiplatter drive slower than raid?

Given that a RAID 0 array stripes a write request over multiple drives, is it slower than a write request to a multiplatter drive if a) the drive writes the data as one long string b) the drive is smart enough to use all its heads to write the data as pieces to different platters?
 
Multiplatter drives still only write one block at a time. Someone "invents" 'RAID0-in-a-drive' every few months around here, but it's impractical for a number of reasons.
