Is a multi-colored cold cathode just a flourescent lamp with different phoshpor coatings?

So it is? And why is it called a "cold cathode" then? I assume it can't be a neon light because then multiple lights per tube would be impossible.

cold cathode = no filament

thats all i can help you with. normal fluro's have filaments.. making them "hot".

ive never seen a multicolor lamp..

A regular cold cathode just has a phosphor coating, and a tri-color just has 3 different coatings. It's called cold cathode because, as compared to a neon lamp, it puts off very little heat.

So if it doesn't have a filament (I assume Mercury is what you're referring to) then how does it work?
